Ways to capture and log Solaris 10 commands issued by SA *** Beginner Question***

We are required by our security department to capture and log all
commands issued by SAs at our Solaris 10 server.

I am thinking about using"sudo" since I can log the actions but I
can't list out every possible command allowable in the sudoers file.
Any best way ?
